The Daviess County Public Library Board of Trustees protects and advances the interests of the broader community by effectively governing the operations and promoting the development of the Daviess County Public Library.
The Board of Trustees meets regularly on the third Wednesday of each month at 5:00 PM in the Second Floor Public Lounge of the Daviess County Public Library. Members of the public are welcome to attend the board meetings. View board meeting agendas and minutes.
NOTE: Due to the Second Floor Library remodel, the December 2025 through March 2026 Board Meetings will be held at the Daviess County Courthouse, 2nd Floor Courtroom, 212 St. Ann Street, Owensboro, KY 42303.

Kevin Dorth
President
Term ends September 13, 2027
Kevin Dorth was appointed to the DCPL Board of Trustees on September 14, 2023 and is currently serving his first term and is the Board President. He teaches history at Owensboro Community & Technical College and received his Bachelor’s degree from the University of Kentucky and Master’s degree from Western Kentucky University. He lives in Owensboro with his wife, Kristin, and daughters Lillian, Evelyn, and Brooklyn.
Rodney Ellis

Rodney Ellis was appointed to the DCPL Board of Trustees on January 5, 2017 (filling an unexpired term) and is currently serving his second term and is the Board Treasurer. He is the Vice-President and Senior Commercial Lender at Independence Bank. He formerly served as Treasurer of the Owensboro Symphony Orchestra.
Kathi Mattas
Secretary
Term ends September 13, 2029
Kathi Mattas was appointed to the DCPL Board of Trustees on April 17, 2024 (filling an unexpired term) and is currently serving her first term and is the Board Secretary. She earned her Bachelor’s degree in Speech Communication from Murray State University. Kathi lives in Owensboro with her family, is a homeschool mom, and currently volunteers with Refuge International Owensboro as a driver and English tutor for Afghan refugees.
Al Mattingly
Term ends September 13, 2026
Al Mattingly was appointed to the DCPL Board of Trustees on September 16, 2024 (filling an unexpired term). He is married to Judy Wolfe Mattingly, and they have one son. He and Judy attend Our Lady of Lourdes Church, and he is active in the community.
Tim Kline
Term ends September 13, 2029
Tim Kline was appointed to the DCPL Board of Trustees on October 2, 2025 and is currently serving his first term. He is an attorney and Anglican priest. He received his Bachelor’s degree from the United States Air Force Academy, Master’s and Juris Doctor degrees from the University of Kentucky, and is currently three classes shy of finishing a Master’s in Theological Studies at Reformed Episcopal Seminary. He lives in Owensboro with his wife and five children.
